Yeah, building up community on DW takes a little time. One thing that's helped is participating in occasional friending memes. I used not to participate in them much, but I have on DW. I've joined a couple writing communities that aren't fandom specific but that give a place for doing things and talking about writing a little.
All in all I feel like I've adjusted to a slower pace of fandom life in a way. Which has been good since I don't have as much time for it as I once did. i often feel like I'm very much doing my own thing, but then I also have a couple fan friends I get to see in person fairly often which helps too. I dunno.
